The mayor's vote
Only on a tie.
Franklin's charter makes the mayor a member of the board who presides and votes only to break a tie or to fill an empty alderman's seat. With eight aldermen, a tie means four to four. From January 13 to October 13, 2026 the board voted 288 times and never tied, so the mayor cast no votes.
His tie-breaking votes have included the new City Hall's schematic design in May 2023, 5 to 4, and the trash fee increase in June 2024, at its second and third readings. The board's split votes show who voted which way on everything contested this year.
